first of all this is wrong and I can explain why in a moment but I still don't see why you're using two values for Whitebeard's quakes.

26 is for Whitebeard.

Law's fruit is restricted by the strength of the wielder. He cannot spam it infimity or create a room as large as he wants.
Luffy's modes are acheivable thorugh his fruit but are no good on a weak person. He had considerable side effects each time he learned a new gear until he grew stronger and spams them now.
Whitebeard's quakes went from 6-B (assuming these are accepted) to town level as his conditioned worsened.
Teach tanked a quake to the head but got knocked down and split open by his striking strength.
Teach remained high tier even after getting the fruit. He didn't go up until after TS.
Roger was Whitebeard's equal and Whitebeard's strikes (No Gura) were his equal mean his quakes are not any stronger than he himself.
Then 14 is for high tiers scaling to Ace, Aokiji, jinbei, Akainu, Marco, Duffy, etc. 26 is the baseline for top tiers Shanks, Kaido, Oden, etc.

That is stamina, not strength, completely different thing.
This has absolutely nothing to do with strength, this takes control.
WB's quakes went from good to dogshit as his condition worsened.
Unless you wanna scale Ace for piercing BB who "tanked" 26 teraton quake.

This is not him. Why is Jinbe who's struggling with Who's Who, scaling to the admirals.
@Damage3245 when you read this, we're making the High tiers in a different thread, because this thread isn't gonna be filled with scaling like this.

A lot of the admiral scaling to Whitebeard was discussed relatively recently in a CRT and based off the marineford feats sadly they wouldn't scale to Oldbeard, even Fix here will agree since he wanted to make a discussion rule against it.

We def should save them but can we stop collectively acting like jinbes strength isnt all over the place.
One arc hes matching g2 luffy, prior he could block An attack from Akainu and survive one. Hes one shot amped moriah. Flung Big mom, defended partially one of her stronger attacks and right now hes fighting who's who an all star candidates and
