I was going to ask the OP of the Reality Equalization thread for Permission to tackle this in the thread with a single post, but, he doesn't know if he's allowed to let me have permission to speak there, so I'll just say it here: I believe you're misinterpreting a aspect of Reality Equalization. Just because, let's say in a Data Simulation, a character is treated as a higher tier than tier 11/10, and we apply Reality Equalization to them, that would not relegate the normal world reality in question to be treated as higher dimensional.
Reality equalization, as a concept, would not need to apply to the normal reality, so in no way shape or form should they ever be treated as more than what they are- But for character's in a Virtual world, a Dream world, or any other similar example, this is a different case. While in comparison to a baseline reality, they may be tier 11, in comparison to their own reality, they are not- They could be City Level, or Planetary, or even Universal in the right circumstances. Reality Equalization aim's to allow them to use these tier's more normally, instead of exclusively against fellow character's that are stuck in tier 11 limbo.
While a lower dimension getting reality equalization would result in them having a higher tier than 11, there is never even a point in applying that equalization to a character/'s that is/are portrayed as Human Level in a normal dimensional reality time and time again, as they would not suddenly be higher dimensional than most other verses simply because the lower dimensional character/'s was/were equalized to match with other verses.
