There are two types of crossovers to me. The first kind of crossover fanfic is one that genuine combines two franchises and attempts to create a story based off the rules set in both worlds, wherr as the second type is essentially a cheap copout to give an OC or Naruto (because he is like the king of harems for fanfiction) a massive harem.
