What did Ultima say? Because Yuri's word in no way outweighs Ultima's.
You know the Knowledgeable Members List in terms of terminology right? Non-members had to be accepted by admins and bureaucrats. They’re not just there for no reason. What Yuri said should definitely count as something, but I will also wait for what Ultima says or even DontTalkDT, since they’re responsible for the Tiering System stuff

I'm not saying Yuri's word means nothing, I'm saying Ultima is a more reliable source of information on stuff like this and so is DontTalkDT.

Why does having the same amount of dimensions as the temporal dimension, not count?
Because he has to show the ability to freely move along that dimension. Simon has shown that he can indeed time travel, but they're all with specialized abilities or attacks rather than something he can do whenever he wants to.

If you want a example, you're three dimensional, but you cannot freely move on your Z-Axis.

Freely. Keyword: Freely. You can freely move up? Well, the first human to ever have True-Flight, right here.

You just said you can move freely in all directions, that is quite literally false as you can't move freely up...

I can literally move up down
But you can't. You can't move, say, 30 feet vertically at a whim. You lack that degree of three dimensional movement. But you can freely move basically any distance in terms of X and Y assuming no physical barriers are involved.

You'd have to prove that Simon can freely move his in his temporal dimension to the same or similar degree that you can walk in your X or Y axis. Which he really doesn't have the evidence of in my view, which is why I'm against the rating. The point of my Thanatos example was that his feat shows he can freely move forwards and backwards in time to the degree that you can walk forwards or backwards across a road.

There's absolutely no point to this entire thread at this point. All staff and many users alike that have been here have rejected it and now it's devolved into an ad nauseum complaint about site standards. Make a Q&A thread for that, this isn't the place for it.
