He was part of the Rocks' pirates and hyped up to be almost on the same level as the others in the crew: such as John, Kaido, Big mom and Whitebeard (All are confirmed to have unlocked Haoshoku Haki).I feel like he was only strong because he had a very huge pirate fleet
Luffy somehow beating Shiki with only G3, would give the impression that he could give either Big mom, Kaido or whitebeard a challenge, which is really absurd to assume. (Are we going to ignore that a Pacifista almost curbo-stomped luffy and his crew?)

Correction; Time-skip luffy defeated Don chinjao, who also one shotted a pacifista that made his pre-time-self and crew look like nameless marine soldiers.

The problem with that is; Pacifista>>PTS Luffy G3>Shiki>=Garp and Sengoku>TSK Luffy Wano kunii>Yonko commander lvl characters (i can clearly see a contradiction here)

You would imply that a pacifista that even Hancock one shotted without any difficulty is stronger than Shiki, who was defeated by Paramount arc G3 Luffy.

His AP/DC doesn't magically decrease below Shishibukai lvl. Also, there's nothing that indicates that his Age holds him back to an extreme extent (He shouldn't be much weaker than his prime self)

Imma have to disagree here, because this is something so common in anime it’s not even funny.
For example: crocodile magically being able to clash with Doflamingo and be far stronger than himself in alabasta.
Erik from fairy tail able to fight near spriggan level characters but getting bodied by zero before.

Oda himself admitted he made a mistake by introducing Crocodile way too early in the story, this is at least excusable. About Fairy tail (don't try to think too much about powerscaling otherwise you'll just get a headache).
Shiki fought Roger, Garp and Sengoku in his prime. Even now he's remembered as a legend, it's unrealistic to assume that PTS Luffy can ever beat him when he struggled against Vice admiral lvl characters in the Paramount war, the only notable character he defeated there was a holding back garp.

That's not an one shot. An one shot implies only needing one punch to beat your enemy, prior to this moment luffy used gear 2 and punched him more than twice.Once luffy used gear 3rd, he one shotted him.... Even easier than what garp did...

Exactly, but it shows you that shiki getting much weaker isn’t something that isn’t normal. As this is a case by case situation with multiple anime characters, who are randomly stronger for no reason, or weaker for no reason.

To answer your question, yes and no, because according to your example Vegeta was relative to a suppressed Goku, him going super sayain means that he would never beat Vegeta in one punch (in his base)That's like saying base goku fought Vegeta and once turned to super Saiyan and made vegeta knocked out with just a flick... And now it's not a one shot because base goku didn't one shot...

However, a SSJ Goku is a whole different story because he could one shot Vegeta at any time, because of his SSJ amping his AP. Take luffy vs Blueno for example, Luffy in base couldn't one shot him no matter what, but once he used Gear second he could one shot him at any time.
Regarding Luffy vs Chinjao, Luffy didn't one shotted him in base, nor in Gear 2, and G3 was literally a clash (if Luffy were to start off with G3 from the start, it still wouldn't be an one shot, because he was weakened prior to luffy using G3)

I can see him being Admiral level at best. Even then, he's far stronger than PTS Luffy.
