No I think that may be correct because it was after drinking his blood did Dio finally regain his lost strength, though IIRC The World's duration increases from drinking blood so there's that

I just realized another reason Korra vs Rey probably isn't happening. When they were planning the season, Rise of Skywalker had just come out, and due to the Kylo Ren comics it likely seemed clear that Rey's story was going to be expanded in comics, so using her before that wouldn't be a good idea.
