It is an AP stomp. Jasonsith was also kind enough to only go by DB's feats instead of this wiki's (Petey Piranha's profile and Poison Ivy's profile). Her plant control only makes her High 8-C while Petey's durability is High 4-C. She can literally not harm Petey at all, while Petey just needs to smack her once and he wins.

It's up to you to explain what exactly makes Petey Piranha different from any other plant and plant hybrid Poison Ivy toys around with. It's not a no limit fallacy, cause AP doesn't come into play in this case. Petey Piranha isn't blitzing either, as he doesn't start fights by blitzing. He's actually pretty immobile all things considered.

Even if it did work, she doesn't even have anything to put Petey down. He also blitzes. Even Petey doesn't just stand there againsty and opponent. He goes towards them and attacks. And given his absurd speed advantage, he would be able to one-shot before Poison Ivy can even think.

He doesn't need to try to blitz. He accidentally blitzes. Even if he doesn't blitz in-character, his gargantuan speed advantage makes it so that if Petey even moves Poison Ivy can't even comprehend how fast he's moving.

Because Petey blitzes and one-shots. Probably the only reason why Poison Ivy got to control Supes was because he let his guard down.
