Then why can't this be the conclusion? That he made the Dragonair submit? I mean, it clearly looked startled/surprised once Lance arrived, and Yellow who can read Pokemon's thoughts also seemed confused. Albeit, I can't remember if they can only read memories by contact or not.It could of also just of been altered when Lance arrived. Again, Lance can't mind control.
My argument is that from a narrative standpoint that makes no sense. If it were a set-up from The Elite Four, something would've or should've been implemented into the story to suggest that. Otherwise, we have no reason to interpret that to be so. Just like hints were given to us that Super Nerd was manipulated by Agatha for a set-up. Think of it from a story-writing perspective.It doesn't have to be brought up, the E4 was sneaky at what they do. A random person could of been told to give the Dragonair to that guy as a prize and the Dragonair put on an act until Lance arrived. That random person could of also of not known what they were getting into, not everyone knew who the E4 was, that Super Nerd didn't know who Agatha was.
I wouldn't say it's that clear. The strongest evidence is that its moves are similar to that of Lance's own Dragonair. However, it should be noted that in the chapter where Lance stole Dragonair, he stated that his talent was to control Dragon Pokemon after seemingly controlling Dragonair (Thus the strange expression it had as he showed up). In that very instance, he could've gained control over Dragonair from just his innate talent alone. Also, what about the strength of the Hyper Beam? A Palowswine trained by a rando Team Rocket Grunt had a feat calculated WAY higher than what the Dragonair's Hyper Beam was calculated at. As for the Hyper Beam, have we seen any other Pokemon use Hyper Beam in General? If so, did it function differently? I haven't gotten super far into the manga. I'm only in the Ruby and Saphire era currently.From how strong that Hyper Beam was, stated to be "trained", and it using Hyper Beam the way Lance himself has taught his other pokemon, it's clear it was Lance's from the start.
