Doubtful considering we never see that being the case with anyone else. It's likely only when Sukuna wants to help and not overall. He'd literally have stomped todo and hanami and choso but they never seem to imply to be getting hit by it. Regardless assuming he is literally always hitting the soul still wouldn't matter as the people on ground like denji or deku or tanj have greater range than he does and would just kill him with ranged attacks

Is sukuna like removed from this battle.
I understand him not coming out but why can't yuji still get amps from him as yuji would still be in base its not like he's taking sukuna out.
That would be the equivalent of Boruto using Karma vs Momoshiki taking over Boruto.

Ya, I was only explaining how his soul manipulation works. As long as Sukuna is in his body, he can affect souls (actually, I am pretty sure only curse souls tho)

Actually in a real fight without assumptions, near to death, he will come out tho. This is always happening.
