And no, he's not prediction, he's literally seeing every single action that is thrown at him multiple seconds into the future and he's dodging it before it covers a quarter of the distance.

Luffy can't predict and dodge everything? Yes. Yes he can.
Honestly, that goes both ways. It doesn't matter how far into the future you can see if your opponent still knows or can predict your next action before you make it. So it cancels out really imo.
Naruto will last millisecond predict his movements like he did Against Ay3 (dodge at the last second instead of far before) and Madara (dodge while the beam is close to his face instead of when Madara was loading the technique) while Luffy has the capabilities to call out the exact motions of techniques before they're even fired.
You realize this is just an assumption on your part, right? And Mind you, the danger for each attack is different based on the attack thus the response has to be different, just like Naruto having to match Kaguya's 80 GVP as opposed to simply dodging.
They are not the same.

Luffy outran explosions that were stuck to his entire body all over from head to toe with no issues.
Luffy dodged a bunch of lasers hundreds of times faster than him plus a bunch of fists that were moving all around his body (AKA omnidirectional, aka every angle possible) before he even learned haki.
This is not difficult. Naruto's 9 hands and some cannonball Bijuudamas and some big energy throwing stars aren't doing anything.
Mentioning all of that is irrelevant. Naruto can throw fists so fast having 9 is irrelevant and even then even maybe you've forgotten but Naruto has shown to be able to devise plans when an attack needs to hit, such as Him vs Kakuzu. And Naruto is more of a tactician than Luffy.
Naruto isn't omnidirectional, he shoots from one direction.
Max arms Naruto has shown is 9, and that's even in the new era.

Fight for long period of times isn't as impressive as fighting people stronger/equal to you for a lot of time and using a lot of jutsus that requires large amounts of chakra.
He did fight someone far stronger than him. Tensa Zangetsu for 3 months straight. In fact by the time they stopped, his Zanpakuto was broken and he was visibly older.
