I think it's because the people who like both verses want to see the characters interact, so they made a story about them interacting.

Naruto and Harry Potter has so many crossovers with almost every verse that its not funny, basically if there is a crossover probably there is a Harry Potter or a Naruto crossover fic with that series.

That reminds me of a harem fanfic, I had the misfortune to list to on Discord. It was essentially a Harry Potter harem combined with a foot fetish where all the girls were obsessed with Harry's toes...

Yeah for some reason stories that only depict a few sexual scenes are flagged especially stories that are in the double digits.

I am tempted to write a harem fic where Jellal is forced to have a harem and he rejects it since he is dealing with his own personal problems (This was just after the final arc and he was struggling to deal with him being free and live normally) where Erza, Mira, Ultear (Who returns), Sorano/Angel, Millianna and Kagura wants to share Jellal but he feels unsure about it. Then it spirals onto why each of them even love Jellal and what they want in their life.
But alas it probably won't do well because people want boring generic harems with the cliches.
