Tien Shinhan upgrade that should've been done a long time ago

I don't care about convenience or not. Why would Tien suddenly remember.
Because Toriyama needed him to use said technique then, not before.
Again, MULTIPLE examples where Krillin's Kienzan would have finished a villain off based on the show's own scaling, but it didn't because it would be lame.

The scaling itself is a fact, Tien's Kikoho did create more force than 16's punch, we saw that. We just have to decide if that's valid or not.
 
Also, Tien caught Cell off guard (the first time, not the other four times he blasted him with the Kikoho) while the Androids were fully aware of his presence in the battlefield.
 
Vegeta was defeated when the humans, Piccolo and Trunks intervended. If Tien's Kikoho would be that strong, he woulf realize that is his only option and use it to win
And risking killing Vegeta too? He was very close to 18 at that moment.
 
Also, there's the obvious argument that it's just PIS that he didn't use it before.
 
The fact that the only argument right now is tien not remembering a technique, when that's common across all fiction, bothers me.

Krillin scales to second form frieza with kienzan and yet recoome broke his entire body because he didn't use it, hell, other characters can use it too and they don't to counter AP advantages.

Is just PIS.

Yes he was. When Trunks charged to help against Vegeta, 17 literally swooped in to one shot Trunks. That is when everyone else started to attack the two androids, including Tien. It was clear at this point that 17 was as threatening as 18, if not more so

17 moved out of the way to attack Piccolo, so he wasn't anymore. And another thing is that if the Kikoho was that powerful, Piccolo would have no reason to fight the Androids alone, as Tien could definitely help him against them when they fought them the second time
 
No he wouldn't because Android 17 knocked him away. You can see that when 17 kicked him

Tien couldn't have known how things would've played out. You can't expect characters to behave in the most perfect rational way all the time, mistakes are normal.

Besides, Tien's Kikoho is the same one he already had before, and Piccolo is well aware of this technique
No, this is the Neo-Kikohō, an improved version of the original Kikohō. Even Cell (the guy who knows all the Z Fighters' techniques) was caught off guard by the attack.

Yes he could. If Tien thought he could stop and damage Semi-Perfect Cell with his Kikoho attacks, then he could definitely use the same technique against the far weaker Android 17, or the far weaker Imperfect Cell. An attack like this would one shot 17 so that would be a very easy way for Tien to beat him. This wasn't even a mistake, he experienced 17's power first hand. If he knew his Kikoho was stronger, then Tien would've went with Piccolo to to finish 17 with a single blast

Cell knows all the Z fighter techniques that are part of his cells. He doesn't have the humans cells within him. He have only Goku, Vegeta, Piccolo, Frieza and Cold's cells within him, and he didn't use the techniques of those he didn't had Cells from, which made Cell unaware of Tien's techniques (especially since Cell never met Tien before this as he died in the future long before Cell was born)

He saw his power and how he defeated SSJ Trunks in one blow. He also can sense Piccolo while he fights with 17

Cell doesn't know their technique though. The computer only gave Cell general knowledge about the rest of the Z fighters, not their techniques. He never displayed any of the others techniques (Krillin, Tien, Yamcha and Chiaotzu)

Also, some people are arguing that Tien not using the Kikoho earlier makes the scene where he uses it on Cell makes this an outlier or PIS. Honestly, though, I think it kind of works both ways. You could say that, or you could argue the adverse given that Toriyama forgets about and mistakes things all the time (e.g. Launch, mistaking Super Saiyan 3 for Super Saiyan 2 with Gotenks). Though even if that wasn't the case, I still think the fact that they pretty much didn't have a Guardian/God of Earth at that time would be reason to not really engage with an attack that could potentially kill you, as well as the aforementioned point that Tien is using a stronger variant of the Kikoho after Dende takes over Kami's role makes me think it's legit.

Also the argument of Tien not using the Kikoho against the Androids is pretty iffy. They had a Super Saiyan, eventually two, with them the first time they encountered the Androids, so it would make no sense for Tien or any of the other Earthlings for that matter to just jump in when they know how weak they are compared to them (plus the fact that they only jumped in when both Super Saiyans were put on edge).

At first, because Vegeta wanted to fight against A18 and he wouldn't let anyone interfere or help him. After that, he couldn't use the Neo-Kikohō because A18 broke Vegeta's arm and they were very close so the attack would've harmed Vegeta too.

Suddenly, Trunks decided to help his father and A17 tried to stop him (only to be followed by Piccolo). All of that happened very fast and Tien didn't have time to use the Neo-Kikohō. On top of that, Piccolo and Trunks were too close to the Androids and they would've been harmed by the attack too.

Also, there's the obvious argument that everyone has said at this point: PIS, just the way Krillin doesn't spam Destructo Discs, because it would ruin the plot.

Adding to all of this, didn't neo kikoho have a lenghty charge time and stuff, cell underestimated tien and pretty much allowed him, the androids were pretty jumpy on people interfering and would just blast him once he charged it up.

Also, should it scale to cell's speed as attack speed?

Also also, if you add it to the OP, maybe add that goku was kicking 19's ass until the heart attack and then vegeta came and told everyone to not interfer, he simple had no chance without risking himself, gero one shotted piccolo when he tried to enter the fight
