The entire scene is about Roshi moving past his original limits thanks to Goku and Krillin inspiring him. If the scene is just Roshi unleashing a normal MAX Kamehameha with higher base power then the entire narrative of him 'not accepting his limits' wouldn't make as much sense. He would just be working within the limits of his power, not breaking past them. And Roshi has no ability to grow stronger as he fights like a Saiyan. It would be like if Goku was beat up badly on the verge of defeat just for him to say "I can grow even stronger and to win I have to go past my limits!" then just used a regular Super Kamehameha. It doesn't really fit the story unless that Kamehameha was even more powerful than usual.
Either way this is going off-topic and is delving into interpretative territory. So let's leave it at that.

Yeah and DB is far from the most well-written Shonen battle manga. I'd prefer if everything could be substantiated with hard, undeniable, evidence but that's not always the case.

Honestly, put my vote fully towards option 3
It's certain (to me) that Tri-Beam is 5-C, so I'm not a fan of possiblies when we have the legendary guide saying it's the strongest
But I'm not a fan of putting his physicals up there

I think by this point, the supporters that were called are not interested in this thread or too busy atm. While I don't wish to get to a conclusion without their input, I believe Option 3 is fine for this.
