Then would the scaling chain go Parallel Time Saitama who ones shots Garou who at the very minimums of minimums scales to the accepted value? That'd put Saitama at one shot distance from his Calcd AP, which honestly seems acceptable

Probably not, but with his AD, vastly superior skill, his up-scaling from his own AP due to one shotting the other character capable of his feat and Emerl being unable to copy much more power due to already being at his limit of Absorbing too much power and already dying due to said power, Saitama has some serious win conditions. Emerl's are his regen and Chaos Manip basically, which from what I understand, he doesn't start with.
