I agree with DMB, i think it's a pretty vague statement overall really.
It does literally refer to 3-D in the statement so all that would mean is God is 4-D anyway.

That's refering to God's power of not being affected by anything by shifting into a higher dimension. Heaven is an infinite realm above the multiverse, but that's what the "third dimensional" part is refering to. To Heaven. Raziel's Raison d'Etre solved the problem of not being able to interact with God in her Route by draggin' him down into the same dimension they were in.
