Examples:

Saitama is High 4-C, as he can destroy stars (as by planet destruction it likely meant star instead)

Globglogabgalab is potentially at least 1-A via shapeshifting

Soma is 2-C as his food can shape the universe (or something like that, IDK)

Piccolo by the time of the Boo Saga, Who is also well into High 2-A states he and Shin are again, dimensions apart in terms of power. Therefore Shin, Cell, SS2 Gohan, etc are 1-C.

And taking into account the AXB multipiler, Vegito would be 1-B due to being a 25 dimensional being and so would Super Boo, SS3 Gotenks and Mystic Gohan via scaling.
