17 is the only one at this point to be confirmed to be able to use the shield's power for his attacks.
And Gowasu's barrier did not last, like at all. If we used that to make Gowasu's barrier Low 2-C, then 17's would have already been Low 2-C for not getting immediately destroyed by GoD Toppo (even though it got completely destroyed)

Agree with Komi, i hate when the episodes contraddicts eachother, in the previous episode 17 barrier was easily destroyed by Toppo casual attacks, the latter stomped Golden Frieza and 17 was evading him from not being defeated, now his barrier can suddendly take attacks from Jiren, who is stronger than Toppo and make scratches to his body.

Okay 17 was able to hurt Jiren because Jiren let his guard down like when Goku got shot with a Laser in RoF. Jiren comments that won't work twice and even when he was surprised by Frieza he was undamaged.
17's Barriers COULDN'T withstand Jiren's attacks. 17 blew himself up to destroy Jiren's attack so 17 might be Low 2-C via Self Destruct since he was able to block a Low 2-C attack with that.
(He basically used Vegeta's Final Explosion)
