i heard max has some weird multiverse scaling, how high can we get Cynthia?
Scales to Champion Rank Trainers. (Presuming that stuff from S/V applies here.) US/UM Protagonist fights Cyrus with Palkia/Dialga & Ultra Necrozma before becoming Champion.
Where she matches against Leon matters, since Leon strongest champion & all that.
Eternatus seemingly got downgraded, despite the Infinite Energy stuff & whatnot, but used to be like, High 3-A in Eternamax? IDK when the downgrade happened, nor why.

There's also Zygarde:

Tier: At least Low 6-B | At least 3-C, likely High 3-A | At least 3-C, likely High 3-A

Key:
10% | 50% | Complete
Mind, it's latter two keys involve manga scaling, but that may not be a problem if the Canon Split is indeed successfully undone.

The S/V protagonist has a crazy scaling chain. I can't remember if they battle anyone previous generation, but....

While starting The Teal Mask requires nothing but clearing the tutorial, to start The Indigo Disc DLC, you have to complete The Way Home & The Teal Mask, & the Mochi Madness DLC requires completing both of those.

The Way Home is the storyline that starts when you enter Area Zero & ends when you beat the final boss of the base game & clear the credits.
Area Zero is considered too dangerous for anyone who's not a Champion Rank Trainer to enter. Protagonist & their friends go in & have mandatory battles with several Paradox Pokemon, & find them to be strong. Of them, 1 was Champion Rank before the player character's journey even started.
To START The Way Home, you must clear all 3 campaigns. That's defeat all 5 Team Star Bases, all of The Titan Pokemon, & all of the Gym Leaders, Elite Four AND Champion Geeta, who IIRC, also has some strongest Champion or Champion Rank Trainer stuff.

I believe it's after becoming Champion or TWH that you'll unlock The Academy Ace Tournament, where you can refight characters.

& IIRC, 5 Star Raids are only unlocked after becoming Champion (In the base game.) & are considered dangerous. & 6 Star Raids are, IIRC, so dangerous Jacq is surprised when the player is okay after one of them.
7 Star Raids exist, but are mostly limited time events.

And Blueberry Academy has its own Elite Four, it gets a new Champion the player beats, as well as numerous refights.

Not to mention you have to beat Tera Stellar Terapagos. (Which also has a feat of breaking a Master Ball later, which could just be PIS or inconsequential, but Team Plasma's research stated the CT can't use their full power if caught with a ball; This is why the Red Chain has to be obtained from The Lake Trio. So breaking a Master Ball may suggest it broke a limit.)

Blueberry Academy also has Snacksworth's Quests. Besides his statements about his encounters with those Legendaries (Most are peaceful & inconsequential.) & the dubious canonicity, almost all of them can be done solo. (With the exceptions of Articuno, Zapdos & Moltres & Kubfu & the Group Quest Exclusives, they're all Version Exclusives.)

Legendaries the S/V player characters can battle & catch solo via Snacksworth's Quest:
Scarlet: Ho-Oh, Raikou, Entei, Suicune, Latios, Groudon, Reshiram, Solgaleo, Glastrier
Violet: Lugia, Cobalion, Terrakion, Virizion, Latias, Kyogre, Zekrom, Lunala, Spectrier
Group Quest Exclusive: Rayquaza, Kyurem, Necrozma.

Because you need to do The Indigo Disc (Which is Blueberry Academy stuff.) to do Mochi Madness, there may be a case that stuff in it, &/or Pecharunt (& by possible extension, The Loyal Three, which are fought in The Teal Mask.) scale above those Legendaries, too.

& of course, it could be argued that there's scaling above those Legendaries in the refights due to The Blueberry Quests point-based benchmarks.

Also, it bares mentioning that Terapagos created the Terastal Phenomenon. This means it powers the Tera Raid Pokemon. (Although, it could be via power released over time, as Tera Raid Pokemon are tied to the energy-satured Black Tera Raid Crystals.)

But uh yeah. Blueberry Academy also has Raids, IIRC.
& Tera Raid Pokemon can be a scary threat to at least Champion Level trainers IN A FOUR VS 1.

So uhhh yeah.
I guess it depends on if Cynthia can scale to S/V Protagonist somehow, such as by Blueberry Academy refightable trainers?

It is a tangled web to unweave, IMHO.
But it is to be tackled if/when the canon unsplitting revision concludes.
i guess yugi vs ash will be a good precedence to see how they handle something like this given both of them prob have way more bullshit

& no, that doesn't come from cross-scaling, Ash & Cynthia & co. have dealt with Palkia & the like in Journeys, as his justification mentions.

Multiverse level, likely Multiverse level+ (Fought and defeated Cynthia in the Masters Tournament Semifinals, whose Garchomp could cancel out Palkia's Spacial Rend. Fought and defeated Leon, who is stronger than Cynthia, in the Masters Tournament Finals), higher with Mega Evolution, Z-Moves, or Dynamax (All three power-ups provide major boosts to his Pokemon's power. His Pikachu's 10,000,000 Volt Thunderbolt heavily damaged Steven's Mega Metagross despite not fully connecting and matched Leon's Gigantamax Charizard's G-Max Wildfire. His Mega Lucario defeated both Cynthia's Dynamax Togekiss and her weakened Garchomp, the former of whom gave his Pikachu trouble in its base form. His Gigantamax Gengar overpowered and defeated Leon's Inteleon. His Gigantamax Pikachu one-shot Leon's Gigantamax Cinderace)

I was so wrapped up in the game logic, I didn't consider the anime version.

So uh yeah. IDK if they'll scale anime Cynthia or anime Palkia like we do, but she's pretty high up there based on just the anime.
Champion Rank Trainer makes it a bit more complicated.
