Cyborg Tao should be 5-C or possibly 5-C

We don't scale to stated power levels(goku is over 9000 right?) and Tao lost hard to tien, getting blitzed and stomped by him.
goku was 8k, but thats saiyan saga, and power level can be used to say who is stronger than other, master roshi kamehameha is rated as 180 power level, Tao is over 200 power level
 
This seems to be Tao hyping him up for no reason. This is just a villain talk. Neither is Tao a reliable source, nor does he possess enough knowledge about how strong Tien has grown in the short amount of time. And iirc, he wasn't even present at the 22nd tourney, so he probably doesn't even know the "real" power of Tien and Goku in that fight.

The guides show Tao power level being above Master Roshi kamehameha feat, which should qualify to something like ''likely 5-C''

IIRC, we don't use power levels from Weekly Shonen Jump due to contradicting the Daizenshuu. IIRC Roshi's power level is different in both.

But Master Shen was and probably told him of their power level
 
Wasn't Master Shen kicked away during the tournament by Roshi after he told his students to cheat?

Also Master Shen can't sense energy, and neither can Tao

I disagree with Tao having any 5-C rating. He should be At Least High 8-C, higher with Super Dodon Wave

Change his Attack Potency description. That's it.

Apparently the power level of 180 is explicitly referring to Buff Roshi's Kamehameha whereas the one of 139 is referring to his casual Jackie Chun power level.

They literally explicitly do have Master Roshi's moon level as 180

22nd Budokai Tien and Goku are Possibly 5-C. While 21st Max Power Kamehameha Roshi is 5-C which is him at his best. Old King Piccolo scales above that.

I don't see how can Cyber Tao could get stronger than 22nd Budokai Tien or Goku in the span of 3 years after his defeat and another 3 years during the 23rd Budokai.

I can see him being stronger than Goku during the time-skip between Fortuneteller Baba Tournament and 22nd Budokai.

This is literally just an argument from incredulity, which is a fallacy.
Power Levels should be use Case by Case, if they do not contradict the manga.
Except nothing is contradicted, power levels are fine as rough comparisons, they're not fine for trying to find precise differences between characters or used as pseudo multipliers but Tao having a higher power level than 22nd Budokai Goku who we rate as possibly 5-C is a fact, as such, Tao should also have a possibly 5-C rating.

That's okay but what you think and your own person preference isn't how things are determined. Master Roshi as Jackie Chun is 139 while Master Roshi's full power vs King Piccolo is 180 with his final Kamehameha unless, The Kanzenshuu says as much and backs the other Powerlevels from the Daizenshuu so unless you believe he's holding back against King Piccolo there is no contradiction.
 
This makes sense, Tao knows how strong goku and tien were in the 22nd tournament and was confident that he could beat them, but then he got clapped by the much more powerful 23rd tien.

How he knows though? Tao wasn't in the tournament and Master Shen was also kicked out of the Arena by Roshi before Goku and Tien fought

Neither of them can sense energy anyways
 
This thing here shows jackie shun (master roshi) super kamehameha being rated as 180, but idk how legit is this part
