The Avatar is not being restricted by game mechanics, therefore all of them are actually allowed.

I wouldn't list that under Game Mechanics, but your allowance of all Wispons renders that moot anyways.

Not gonna comment on AP for now, but skill likely goes to Future Warrior here. FW has faced a slightly more diverse cast of characters than The Rookie has due to his much more limited one-and-done appearance. But The Rookie can tangle with Infinite, who previously demolished Sonic, who in turn has some very shonen-like skill feats. So I doubt one has much more skill over the other to matter much.

Guess it just comes down to how likely one is gonna use a move that puts down the other before their opponent does so. In which case The Rookie has the advantage due to the simple fact that they simply have far less, as well as two of their six (?) or so weapons either doing a transmutation and deconstruction combo or just vpid GG'ing GW into nothingness. And if The Rookie doesn't have a meaningful AP advantage, I doubt Future Warrior go for a move that incaps right away.

Leaning towards either The Rookie or Inconclusive.

Narrative-wise, Ace tends to lead with attacks like using a Kamehameha against foes either for a finish off move or to get openings on their respective style. (Outside of gameplay this is what he normally does in-character, the other skills are taken into account over time given the fact that the mentors FW tends to train with generally instructs him to use those moves in combat for necessity options)

Narrative-wise, it makes more sense for the Avatar to start by using Red Burst, since in cutscenes that's the kind of Wispon that he usually equips himself to use in initial situations. (since here he is not restricted by GM, making it possible for him to switch between what kind of wispon he uses)

But I'm gonna count it anyways.

In both comparisons taken off by Ace's base power the Avatar would be somewhat stronger naturally, he upscales from a higher value than what FW does. (The scaling on the profile is a bit wonky since clarifications weren't purely adverted into the values taken into account.)

What? Red Burst is just what the Avatar starts with because Knuckles gave it to him, it only makes sense for the Avatar to have Red Burst in some cutscenes because he hasn't obtained the others yet. The other Wispons completely replace Red Burst in cutscenes, even the one where Knuckles gives you Red Burst, iirc
