I think Rodimus is debatable depending on which one we're using. Though in the case of IDW, Mark definitely wins.
IDW Roddy unfortunately just doesn't scale to a majority of the higher level feats IDW has.

okay, so I completely forgot, LE Kyle can likely scale to this, but in Final Crisis, Crispus!Spectre with the Anti-Life Equation unmade the entire multiverse (Orrery of Worlds) IIRC. I forgot the context, saw it on a respect thread some time ago when doing my research for Kyle Rayner scaling.
The best scaling to Spectre would come from if you believe Crispus!Spectre can scale to Asmodel!Spectre as apparently he froze Hell?
Now again, if Kyle peaks at Orrery level that would give Simon a tie or power edge as that's only High 1-C.

Doesn't DC have Infinite D statements. DB places DC and Marvel at pretty equal levels so that's more than likely what they'll place Kyle at.

the entire bleedspace has infinite d statements IIRC? At least other multiverses have much higher dimensionalities. Orrery is inconsistent as hell but I don't remember a statement about infinite higher statements for the main multiverse. There might be one.
