With Frieza it's possible for him to get stronger (Vegeta even implied in DBS Broly that he believes Frieza might unlock a new forme).
It's highly unlikely Cell will comeback (in the main canon) and he already has plenty of viable MUs to pull from plus DevilArtemis is well connected to DB.
Personally I feel like Cell should be the next OG DBZ villain to appear in DB and Frieza should be saved for last (essentially going in reverse order Buu > Cell > Frieza).

Depends on the stats they'd give for fusion. If they allow multipliers for speed as well as power, IZ could end up with some downright absurd stats, and if they decide not to give Thawne immeasurable speed for whatever reason, we could be in for an insane fight. Highly doubt it, but it is a possibility.

Kind of depends on whether you do VSBW scaling or volume scaling.
Volume scaling makes the feats equal.
VSBW scaling makes the former just a really large High 3-A feat. Unless stated otherwise, it's still just one space-time.
