Exactly, at this point this shit is probably incon tbh since both characters will apply their thought based wincon the moment the match starts. Anything beyond that is just endlessly discussing semantics and trying to overcomplex things.

How would incon work in a thread like this? Someone needs to advance, plus if Mob is getting downgraded it might as well be Luffy moving on.

He could actually copy several powers, Mob only needs to see a power once to be able to mimic it (Astral projection saw it from another esper and Plant Manipulation saw it from a spirit.).
The most annoying/problematic powers would be: Teleportation (Shimazaki), Duplication (Teru, Toichiro), Life Force Absorption (Mogami), Mind Control (Dimple, Psycho Helmet)

Mob as such does not mimic powers, he only uses them when he needs them (Ex: to save Minori I had to mimic astral projection.)

Well Coinflip happens with all of my tournaments and has even decided winners in the past.... (Then MOB get's removed from High 6-A due to his Tier Change and tournament anti-climatically ends with whoever wins the other semi finals)

I don't think you quite realize the magnitude of what you are trying to argue for here.
Saying Luffy's amps apply retroactively essentially means Luffy can turn into G2 and then send the amp itself back in time so he always starts with it passively.
You are saying he can essentialy use the amp in -1 seconds.
No scan that does not upgrade Luffy's transformation and thought processing speed to immeasurable would be able to prove such a claim.

No, I'm saying in conjunction to the fight itself- Luffy would foresee Mob likely locking him with TK and go into G2 before Mob even starts anything. He's not getting caught off guard.
The entire point is, Luffy is faster than Mob can think, because Luffy would see the future BEFORE Mob initiates it. Whoever makes the first move in this case might just win, and Luffy's far, far more likely to.

If I remember correctly, in the fight against Lucifero Power Mimicry was used to beat him.
So nothing says that ???% couldn't mimic powers in this fight as well.

Then they both still start the match thinking at the same speed and win with their starting thought based instantly applied moves

He will most likely use it when he realizes that none of his attacks can take or damage Luffy.
