Tbh, this doesnt even matter anymore. Base Hinata in the last already scales to base Naruto who is "unknown" at the moment. Once the last Naruto can get a tier(which I know would be a decent tiering), that automatically applies to Hinata. So until then, I concede for now.

You are so small compared to the dozens of meters (and if you want to use moon scaling, thousands of kilometers) that the tornado ranges from that it is impossible for it all to hit you.
