That's a lil bit different. There's a flat amp there from Hagoromo's Chakra. New Era Naruto using it would be using the base multipliers.

At this point yes naruto is faster than sasuke but he scales to that 2.11c earlier naruto who fought 1 eyed madara, because they kept up with each other, especially with a chidori amp the makes you faster. Kaguya was putting sasuke in the dirt the whole time even after she dimension hopped multiple times, naruto reacts and keeps up with kaguya through most of the fight meaning he's showing better feats than sasuke who scaled to an earlier naruto, meaning naruto got faster than he was previously. It's not rocket science

Kaguya wasn't "putting Sasuke in the dirt" everytime he went up against her. The only times Kaguya put Sasuke down was when they attempted a surprise attack which ended with Sasuke's Susano'o being destroyed, even then Sasuke kept up the entire time enough that he could tell the exact time to attack Kaguya. And that time his Susanoo took multiple barrages of Vacuum Fists. Both instances aren't really indicative of any speed dicrepancy or gap.

On the contrary, he could actually keep up with Kaguya 1 on 1, when he went alone to battle as a diversion when Obito was dying, and even landed a blow on Kaguya. On top of that, he could also react well against Kaguya's hair barrage at the start of the lava fight, when she hasn't hopped dimensions excessively yet.

This "Sasuke was slower than SPSM Naruto" justification is bunk. Of course, he would be slower within our system since SPSM Naruto was the one who did the 2.11 feat, but I don't feel its enough to warrant what you're proposing here.
