Okay, this has been a constant issue. It seems how we treat 0okemon canon is very wishy washy and to be blunt, what we accept can change for convenience sake. So we need to list the levels of canonicity and stick to it so that users won't get confused and so that revisions will go a little smoother.
 
Besides what Peter said, I also went under the idea that "it's canon until proven otherwise" was what was best for Pokemon.

Especially because of how it's a Multiverse and how all continuities are connected as alternate universes.
 
Games take priority. Namely mainline, the console games (Stadium, Colliseum, PBR, and XD), and Rangers. Anime is on the same level due to Masuda's statement. Also Pokémon Snap (surprisingly) due to its connection with the anime.

Adventures is secondary due to Satoshi's statement.

Everything else is tertiary.
 
Something like that I guess falls under what I said. That until something says otherwise about itself specfically, its canon.
 
To further support Cals comment on the "anime the same level", the Lets go games also give pretty blatant evidence that the games and anime are on the same level of canonicity as well.
 
Masuda said in an interview that paraphrases to anything a Pokémon can do in the anime, they can do in the games. He was talking about Lucario in the games and saying that about M08.

Satoshi Tajiri, the creator, said that Pokémon Adventures (the main manga) is what Pokémon is what he envisioned it as and what it should've been.
 
Also believe it or not, Pokemon Go is primary canon. It's fully canon to Let's Go and Game Freak swears up and down that it's not a spin-off.
 
.......what? Lol

And wouldn't that mean Pokemon Go is canon to the anime too? Because in Lets Go, anime only characters simultaneously exist alongside game characters.

Jessie, James and Meowth, the anime only Team Rocket Trio that have been fighting Ash for the entire anime, are primary antagontists in Lets Go. The same game where Blue exists and Red is acknowledged to exist.
