About the Sand village turmoil part. The way people reacted to the grimes turning people into trees, it seemed it was not known before. And code probably wouldn't simultaneously attack two villages. Even he isn't that stupid. So only way Gaara could have been Tree-fied before Konoha's attack would be if they withheld that info. Which seems unlikely and illogical. Unless there was some serious falling out between the Sand and the rest of the 5 villages that we don't know about. So only logical way I can see Gaara being turned into Shinju is in the future tbh.
