Low 1-C. It's one of the beginning places and it's where the doom of Creation would be enacted. Lucifer and Michael should scale past it since they were destroying part of it while being weakened. Michael's death would have destroyed Creation with Yggdrasil as well. I can't be sure but I believe Yggdrasil is in Creation, more so a metaphysical realm since you break your mind to enter it.

It's a realm that governs reality and sits outside it. The reality is a reference to the Universes. Creation is represented as all-encompassing. The only thing separating one Creation from another is the distance in the Void. It exists within Creation because it came when sentient beings could first dream after they could die.
The only Endless realm that exists outside is Death but that's because she specializes in shaping her place. It's not even a realm but just a pocket reality outside Creation she goes to.

That's actually the creator who is dreaming. Only the creator scales to Low 1-C in J.M.DM's cosmology.

This is vertigo. “The dreaming” in vertigo’s cosmology refers to Dream of the endless’ realm.

Eh, im not opposed to it, but I think you should make a new thread. This one already has too much going on, and its already in its final stages. In a new thread, it would be easier to address the validity of the claim.

“The” Dreaming should be a giveaway. I want to also point out that although Creation contains the Dreaming does not mean Lucifer and Michael created it.
In Sandman, it was said, Allah gave Morpheus his realm. In Lucifer, the brothers created Creation. Also although Lucifer and Michael created Creation, it's still Yahweh because they used his powers. Like Perpetua, she created the structure and the three realms but not the individualities.
Lucifer is more powerful and could probably destroy the Dreaming because he can undo Creation and if the Furies were reeking havoc then obviously Lucifer can as well. However, the Dreaming should not be considered a part of things created by Lucifer and Michael but rather by God.
In short: Lucifer and Michael began the process of Creation making when they were undilutedly created by Yahweh to do so. All the things inside other than the Universes and Stars were created by Yahweh such as the Dreaming, Destiny Garden, Despair Mirror Realms, etc...Which they themselves specialize in shaping. Maybe Lucifer created the City of Stars because creating stars and his name is the irony here but yeah.

I think just upgrade Lucifer and Michael to 1-C. Due to them being the powers of the Presence and scaling above the Host of Heaven and Silver City.

Transcendent would be talking about a tier-up. This isn't talking about a tier-up but rather a bigger location.
The City overlooks the Universe giving it QS over a 2-A Multiverse which makes it Low 1-C.
The Mansions house infinite versions of Creation in a dense space. 2-A + infinite would mean 6D and transcendent beings like Lucifer and Yahweh upscale from there.
