Of course it is... But no. Doom Patrol or Animal Man are not among the sources we use for our cosmology. Actually, we say this name because it is a common thing, but this is not actually Vertigo, it is Sandman Cosmology.

He's saying Vertigo is a broad concept and way too inclusive to just the Sandman stories and their tie-ins. So not every Vertigo story is compatible with the Sandman Universe.

If I recall correctly, I noticed remaining formatting errors after you said your earlier comment, so the problem does not seem to have been solved yet, and needs to be handled in a non-sloppy manner.

The spectre profile should be fixed. His 1c rating make no sense to me considering the fact that divine presence is considered as tier 0

This has been explained. He shouldn't even have that key. 0 has no sort of identity beyond themselves. This means that the Spectre wouldn’t scale to the Divine Presence because at that point, it’s only the Divine Presence.
