Dr. Doofenshmirtz vs Johnny Test: "CURSE YOU JOHNNY THE WHIPPER!!!!!!!" (7-1-1)

Is Johnny Test equipped with Bionic Arm as soon as Doofenshmirtz shows up? Because if so he activates his win con first due to reaction speed advantage

The Do-Over-Inator doesn't require Doof being there to activate it again. Since they're fully equipped, if Doof dies during the fight, once it ends, the day gets reset with his memories intact.

The thing is Doof will have to find a way to bypass Johnny's Supernatural Luck, and this is all assuming Johnny gives him the chance to do that.

Doof is the one pulling up to start the fight, so I assume that by giving them the chance to equip all their equipment, some prep time would be required. So him activating the Do-Over-Inator would be done prior to the fight so he'll know exactly what Johnny is going to do and have the entire morning of the looped day to make an Inator capable of outdoing it. Doof has a total of 23 time loops before the Inator starts destroying spacetime. I think he could do that in that amount of time.
 
Would Doof be allowed to call in Norm? If so, he could freeze Johnny before he gets the chance to time stop (assuming Johnny doesn't have Bionic Arm already
equipped) and get norm to finish him off (Norm's AP goes up to Continent Level+ with weaponry, so he could easily kill him)

I don't think prep time is allowed unless specified in the OP.

Isn't calling someone else to fight outside help, which means it's not legal?

I think the whole battle relies on wether or not Johnny has bionic arm equipped pre fight
If he does, he stomps
If not, Doof stomps with Do over inator
 
Doof could also use the Accelerator-Inator to speed himself up so he's faster than Johnny and get the jump on him before he can press the button.
 
Friendly reminder Doofenshmirtz' Good Luck-inator also cancelled out Phineas and Ferb's luck, which is much better and a lot more consistent than Johnny's luck (P&F's luck is prominent in almost every episode, with Doofenshmirtz' -inators destroying P&F's inventions right before their mom can come home and all)
