What connections do they have exactly? I don't see much in common beside their weather powers.

And to be honest, i always thought Tron Bonne was Nami's best opponent that its overall somewhat thematic and fair.

That didn't stop them from choosing Storm over Delsin Rowe, and they were for sure aware that he was Korra's favourite opponent.

So what make you think that they will ever pick Ippo when they can go with Rocky Balboa, Hitmonchan or even Balrog instead?

As much i want Ippo to be Little Mac's opponent, seeing how things work i don't see it happening anytime soon.

Both initially joined the opposite sides of the protagonists before joining them (Nami was formerly a member of the Arlong Pirates and initially joined the Straw Hats so that she could rob them; Weather was originally born as "Domenico Pucci" to the wealthy Pucci family)
Both have been orphaned (Nami is the adoptive sister of Nojiko after the two were orphaned and taken in by Bell-mère. Domenico Pucci (soon after birth) was stolen from the clinic nursery by a woman whose own baby had died the same day.)
Both are weather manipulators through special means (Nami with different Clima-Tact models and Domenico Pucci with his stand Weather Report)
Both can summon allies to fight alongside them (Nami with Zeus and Domenico Pucci with Weather Report (stand))

Balrog technically was solved even back in Balrog vs TJ as well as we already know now how DB sees low tier SF characters, yeah I know we have Korra vs Storm but at least on that case you can try to somehow close the gap (consider we have Moon avatar stuff for instance), which won't work on this case. Hitmochan is pretty boring and tbh not so much popular Pokémon, he is at most probably somewhere from many count of Pokemom I'm seeing being used before Hitmochan, with all my respect to fighting type Pokémons. And Rocky is... Seems as option but KAM vs MM result gives me a weird "feeling" about this. Like, Rocky is oftenly associated with Sylvester Stallone and probably you get my point here.

Oh yeah plus, mark my words, if Raz will be Ness's opponent earlier than Frisk, an opponent for Ness who is more popular inside and outside of versus community then I'm pretty sure that character being unpopular as franchise wouldn't make chances that low, in fact we already had Lucy a character who I'm pretty sure not so popular on the backside of let's say, Alex Mercer as well as we had Guts who wasn't that popular at the time of the episode.
 
Maybe it's true that Hajime no Ippo being not so populat quite affects MU, but don't like, underestimate it to the point of being almost impossible.
We got Korra vs Storm after all.

Also Hitomonchan isn't among the more popular pokemon be on
Also balrog was already used and no cares about him to come back

ippo vs Lil Mac has OMM backing and most OMM become DB

But Psychonauts does have the advantage to be a series made in the west (in America) and it did got a sequel in this very year to increase its fanbase, so its not hard to see Raz get chosen for Ness, it also could be that the DB's cast may have already been fans of the series (similar to Bucky O'Hare).

Try to compare that to Hajime no Ippo, a far more niche series that it never got popular in America and only more hardcore Anime/Manga fans may have actually watch it and it didn't get any new content to revitalize the franchise in years, realistically speaking it even surprising that we got an OMM instead to simply be ignored.

I mean, you could say same for EarthBound and Punch Out in general.

We didn't got anything new from Mother series or even Mother 3 English dub through several years of fans asking, same for Punch Out which technically didn't came back since Wii (not to mention F-Zero, or even better, Darkstalkers). What am I implying here is that hope shouldn't really lose so hard. Or else people like us, wouldn't care about that and other episodes that much if how often character gets content would matter. I am likely naïve, but I'll go being with being that naïve about likeliness to the end.
