Actually I'm going to hold off that vote I have to really think about this match to know for sure who wins, but so far Sanji seems to have an edge over Sabo

We know this because we see the force sockwaves indicating that something was stopped, rather than a clas of equal forces.

Sabo being the Number 2 of the Revos is an objective fact. Him saying "OoOoO sO sCaRy YoUrE nOt ThE #2 fOr NoThInG" was him being sarcastic. Not to be used to scale them to each other.

Let me break down the scene for you
Fujitora: "Figured you might spare some sympathy for a blind man like me"(Banter not being sarcastic. Mocking Sabo that would be out of character)
Sabo: "I don't discriminate!"(Smiling, returning banter. Neither have much actual hostility towards the other)
Fujitora: "Now yah gone and scared me. Guess you ain't number two for nothin"(further banter, complementing his prowess)
