About Solaris's tier

How do you know that Solaris has the tier of Multi-Universe? Cuz people out there said that he's only at 3-A (Universal). I want to be sure so I'm asking you guys

Also this might be stupid to ask. But can a 3-A character destroy all timelines in past, present and future? If yes, then how did Solaris grant the 2-C tier? If no then this question is cleared.

The 3-A and 2-C are a little complicated to me.

3-A = Destroying the physical universe

Low 2-C = Destroying the space-time continuum of a universe, or the physical universe + time (Destroying a timeline also qualifies for this tier)

2-C = Destroying 2 to 1000 space-time continuums

2-B = Destroying 1001 to a countless number of space-time continuums

2-A = Destroyng an infinite number of space-time continuums
