Actually, here's my advice in that case
Use Haise, and let him keep his quinque, even if he can't use his Kagune
Haise should be slightly physically stronger in base than Kaneki, and his Quinque basically lets him harm up to 9-A characters (though I don't rate it as actually 9-A, because Quinques don't innately make their wielder's any stronger, it's more a matter of sharpness.
