Unfortunately Dragon Ball attracts people like that for some reason. I've debated so many people over the years who sincerely tried to argue Freeza blowing up planets is just 'planet-busting hax' (like the Supernova and Death Ball have the special property of blowing up planets) or just 'chain reaction'. Similar stuff with, for example, claiming King Vegeta blowing up three planets simultaneously was just visual hyperbole. Or, as you brought up, Cell was just bragging and making things up when he claimed his Kamehameha would destroy the entire Solar System. And so on. We still see this rhetoric form to this day with people insisting that Goku vs Beerus either wasn't actually going to destroy the universe (contradicting every piece of narrative, character statements, the waves crossing into other 4-D structures, etc) or that it was somehow entirely Beerus's Hakai at play (...even though Goku negated it by matching it with his own power anyway...)
People see feats and clear statements and just run mental gymnastics to try and dismiss them, to delegitimise them. It's crazy.
