I was thinking about it and Garou vs Kafka Hibino would actually be pretty decent for a DB, connection wise, it's human monster villain vs human monster hero and combat wise it could be very satisfying since both have progressive monster forms + growth and adaptation.
Even if you could argue Tatsumi from Akame ga kill vs Kafka hibino would be even better.

Like, in general? They've got a lot of Building level feats. If Masked remembers correctly, there's a City Block feat that only Genji scales to, and D.Va technically has the highest feat in the verse with her self-destruction.
A lot of the verse coasts off of Genji's bullet deflection for speed.
Masked isn't an expert though, so if you want the finer details you should probably ask Weekly.

Tbf they are close in speed, Kafka has a lot of layered corruption and stuff like that hax, has better regen + regen neg and wouldn't get skillstomped.
If you use PE end for Orochi's feat, they get somewhat similar AP/Dura values.
But yeah, Garou would probably win even without god amp.

Leon really got stronger then his past games by a lot, he took down a giant mutated spider
Killed Mr X again and not in the same way as he did in RE2, even parried one punch and took another from him, albeit it hurt him so he isnt physically as powerful
Manages to a little degree to fight a Wesker imitation, as well as beat a Nemesis type like the one Jill did (at least from how it looked and was said by Leon) without a fancy railgun
And he matches Hunk in 1v1 combat, beating him, although claims he was a tough foe

This Leon would have stomped Frank West badly if the battle was done around then, he stomps various enemies that were an issue for him in his early days that he encounters again

On the otherhand, it might feel too obvious. They could trying to emphasize it and then only to subvert the expectation by revealing that he can't somehow.
Are there any arguements for Metal Sonic being unable to copy Cell's ki?
