The scenario would be that they met in the tournament of power as Giorno represents universe 14. Jiren recognize Giorno as a potential threat to his universe survival which then leads Jiren requesting a battle against Giorno. Giorno is in his full power using GER and Jiren apparently is able to Giorno's stand. Their Speed are apparently equalized in this fight.

Hmmm...I'm currently doubtful that Jiren will be getting past GER's Zero Reset. Causality Manipulation, being able to cause infinite death loops across paralell universes and Willpower Manipulation aren't going to help him much in my eyes.

Voting for Giorno.

That could easily just mean that once effected by GER you will be stuck in a LoD upon death

GER is never shown just putting someone in an LoD out of nowhere
 
I'd say that instantly putting someone in an LoD is pretty different than giving a minor ability that doesn't change much anyway

I honestly disagree with him being able to do both
 
I mean hey, it's in his stand bio and those are canon.

And saying because he never used or did that is questionable, considering he's in a total of one and a half chapters and most of it was him talking to Diavolo why he's flawed and will never reach reality before killing him himself.
 
GER still had to kill Diavolo first.

It doesn't matter if GER was only shown in that one scene, we don't assume it's capable of doing something that it's not shown to do. The stand bio could easily mean those who are hit by GER have their eventual deaths looped infinitely.

Giorno did use Willpower manipulation on Diavolo. That's why he wasn't able to move. Besides, just because we interpret "setting willpower to zero" in that same paragraph as Willpower manipulation doesn't mean we should accept your interpretation of the Loop of Death.

GER does not have the means to put Jiren down. Loop of death only activates when GER kills the opponent, and the alternate dimensional BFR only occurs during the loop of death. Speed is equalized, Jiren resists Willpower Manipulation, which is the only thing preventing GER from being attacked here, so I'm inclined to vote for Jiren.
 
Hey I'm just taking it at face value, and considering the fact it makes no mentions of eventual deaths or Anything? Not like we haven't taken statements before, look at guidebook Digimon stuff.

Diavolo couldn't move because his actions were reset, he still wanted to move.
