There's a reason why most of his opponents use cutting attacks, Haki, Devil Fruits or explosions.

Mob is specially good at using TK and can apply his it for cutting ( on top of AOE crush, concussive blasts, ripping apart, directly focusing it on eyeballs and inner ear, restraining all joints on a human body, ragdolling, etc. ) he can also apply it with a thought and without even looking at what he's using it on.

Yeah, but like shown above he can just directly use his TK to slice or chop things. (wich ???% would probably do the moment regular TK methods and big AOE energy explosions don't work. If it's 100% he'd likely only do it if he fails to K.O luffy in any way and his own life is threatened.)

He's just charismatic, but him saying he beat a CD's ass, which indirectly wooed Hancock mainly due to her being tortured by them as an adolescent, wouldn't work on a more sophisticated and bloodlusted opponent.
Otherwise he'd have done that to everyone he's fought.

Against ???% it would probably be useless since he is obsessed with accomplishing a certain task (in this case killing Luffy) without any regards for power usage or collateral damage to those around him.
100% it would work, but through SBA it would have to be some way to trick him or make him hesitate, like begging for his life and then sucker punching him or something like that.

I mean using precog, thinking and doing the amp should take longer than Mob just TK blasting or slicing with a thought

This also assumes that ???% or 100% dont already start with a shield
