Tien is far stronger than Cyborg Tao who's a bit stronger than King Piccolo who has a 97 megaton feat.

Basically he upscales from the very peak of 7-B

Cyborg Tao is at least 7-B+, so Tien defeating him made him likely 7-A. That's it.

Dragon Ball 7-B+s are dangerously close to flat out 7-A. Something along the lines of 97 Megatons or something.

Scaling chain would be

Tien > Cyborg Tao > Daimao Piccolo = 97 MT

And since that calc is so dangerously close to 7-A, this chain is enough to warrant said likely 7-A.
