I'll wait for more input before voting, but I will say Pneuma is certainly more haxed, but save Reality Warping, which Pneuma doesn't in character use to full potential, Goku has resistance to most of it. Goku's also got distinctive AP advantage and Reactive Power Level.

Pyra's somewhat above baseline by not too much greater; she's superior to Artifice Aion who is baseline, but not overwhelmingly so. She also should be inferior to True Monado Shulk and Zanza with Two Monados. Pyra leads with Physics Manipulation to enhance her speed and lower her opponents speed; the destroy/recreate the Universe ability is very OOC for her. But Goku's Ultra Instinct and Reactive Power Level can even those adds plus AP boost.

I'm going to go with Goku for those reasons.
