The Presence does not have power outside of his own creation(s) and out in the Void.
The Presence is not the Source, at best, the Presence is considered a segregated lower tier of one of the emotional values the Source spits out. This Source in the new 2022 Green Lantern Series, written by Mr. Thorne, is not tied to the Overvoid.

To rate the Presence currently at high 1A is a misnomer and anti-everything we know about the characters at the moment.

Remember that the Flaw is sectional based, the local orrery is just the local orrery, most of it is DC Comics continuities.
Others sections separated by Bleedspace and contained entirely by Bleedspace, are Marvels sections too. And Star Wars. And Archie. and whatever else.
The Source of DC Comics is just that, the Source of DC Comics. For the local sections of the Orrery that are composed of DC Comics continuity, the Source is the height of non meta character power.
But the Source is not > The sum of all the others in the Orrery too, which include other fictive properties. TOAA and whomever else the current Defenders series is hinting at, are the alphas of that section.
