Pocket Dimension introduced: possibility of upgrade?

In the latest episode of The Flash (CW), after DeVoe took over Izzy's body, Ramon was talking about how DeVoe is able to travel to a pocket dimension, which is why he/she can appear anywhere in the normal reality. So does that count as Pocket Reality Manipulation for DeVoe or can he only travel between the realities? If DeVoe does indeed have some level of pocket dimension powers, does that warrant a potential upgrade for him?
 
It only seems like an advanced form of teleportation.
 
It was explicitly stated by Ramon that he has access to a pocket dimension and that he built his lair over there to avoid detection. It may be only an advanced form of teleporation like you said but future episodes may hint that DeVoe has some degree of power in the pocket dimension. If that's true, it could be a major major upgrade, but again very unlikely.
