Willpower in One Piece is intrinsically tied and related to the soul, with Sanji's willpower being strong enough to remain despite having his soul transferred into a different body. Also shown when Sanji's soul was switched into Nami's body and he was still capable of using Haki.
Luffy's will was able able to conquer and show dominion over hundreds of souls, again showing the relation between the two concepts.
Haoshoku Haki, which is these two examples on crack, with Roger being by far the most impressive user, would be able to conquer over non-physical will.
