The episode just explained in detail why they think Archie cosmology beats out DBH Cosmology by quite a bit, Super forms resist basically all of DBHs major haxx, and Archie Sonic has even more ridiculous haxx and such than Silver does like his fate haxx and his own special set of resistances through his Billion Ring Aura, the outcome wouldn't be any different and would kind of be a retread.

Read the Silver vs Trunks QnA. Ultra says that he thinks the two immeasurable feats are legitimate, just that Silver would still be faster via his cosmology and upscaling for immeasurable being more impressive.
I think they said it's only if you're explicitly shown/stated to travel through time with sheer speed, not just the act of time travel haxx itself.
