I mean they both have advtanges over one another, one of DIO's is that Alucard can't harm Dio or even tag him without being butchered dozens of times but DIO can't easily kill him from the start.

Because GV just has to kill him once with his massive AP advantage, nearly equal speed and immunity to most of his hax via either Prevasion (Since Thawne's hax is touch based) or being from a universe that runs on multiverse theory.
Blade Strangers Gunvolt is anywhere from Infinite Multi to Complex Multi, and Thawne dosn't scale to Barry and Wally's Complex Multi stuff. IIRC he's High 3-A at most.
