Regardless of anything at all, everything points to Tien being a nuisance at best to Kami, who would be a nuisance to Piccolo even if he had Tien, Krillin and Yamcha's help.

Piccolo being surprised with Tien isn't even what happened. He was surprised at Goku and Tien's fight. He later went on and said dominating the world wouldn't be easy after defeating Krilli of all people.

It was stated again and again that Goku was massively above everyone else, and that he and only he could even budge Piccolo.

Tien isn't remotely close to even Kami, this is established.

I disagree because it would lead to Whis asking to upgrade the move to High 4-C in the Cell Saga because he harmed Semi-Perfect Cell, who is much above him.
