Most likely you're right. Only parts 1 and 2 kept their cast, my guess being that it was because the anime had already covered them by them. From Part 3 onwards everyone has been recast, with the exception of Jotaro who kept the same VA as in the games. Interestingly, some VAs went from voicing one character to another, such as Toshiyuki Morikawa who voiced Diavolo in the games, but ended up voicing Kira, or Sho Hayami who initially voiced Pucci ended up voicing Vanilla Ice.

Yeah, Takehito Koyasu remained. Though I can't say if it was because the cast of the Part 1 anime was already set or because his performance was so friggin good.

Yeah, which makes the change a bit weird. Unlike Kakyoin who went from a boyish and soft spoken voice to a super deep and tough baritone, lol. Kinda a bummer we lost Sanji with Polnareff, but at least we got All Might with Avdol.
