Why on earth do people think Shinra from Fire Force is 1-A (Outerversal)

It's essentially the same reasons why ATLA/LoK is treated as 1-A in certain circles, some brief poetic statements that were taken out of context plus many people outside the Wiki not actually knowing what 1-A/Outerversal means.
Fire Force's example simply boils down to the collective unconscious and death being created that's it.
Plus some whataboutism towards Megami Tensei for it's CU even tho the context, evidence and lore is completely different.
