Why is Dante (DMC) reacting to a Blitz sub-relativistic instead of relativistic?

Dante's profile says this about his reaction speed:

Sub-Relativistic combat speed and reactions (Faster than the cloud-to-ground lightning used by both Griffon and Blitz...)

This sounds like it's treating Blitz's lightning like natural lightning. However, Blitz's lightning wasn't cloud-to-ground lightning. It transformed into a lightning bolt at near point-blank range from Dante and Dante was still able to perceive and react to the Blitz's surprise attack.

Should this be relativistic instead, or is the feat not quite there because the lightning doesn't look quite as fast as that?
 
I do not know. Somebody would have to calculate it.
 
Someone on ScrewAttack Forums is arguing that lightning isn't relativistic. This source says the step leader that initiates lightning has a speed of 220,000 mph while the return stroke (the current that causes the lightning flash) has a speed of 220,000,000 mph. Which number should be used? I presume whoever claimed sub-relativistic Dante used something like the latter.
