Where do the 7-C ratings for Death Kwon Do come from exactly?

Skips is Wall level.

"Destroyed several buildings and nearly destroyed the whole park"

Destroying buildings is building level, and destroying the park is.. whatever the park size is, but it's definetly not 7-C level.

He only did so after several punches.

I don't really see a reason for the 7-C rating.
 
I actually agree with this, as I recall watching the episode, but that took a LONG time for Rigby to destroy the park, similar to how it took Jack a long time to destroy a town in Samurai Jack, hence why he isnt 7-C anymore. This applies here, so this doesnt warrent 7-C.

Its probably best to at least calc the force Rigby's punches that cause a long beam to spawn from the view outside of the city shown here.
 
Meh, they show no destruction. It's better to calc the damage on the ground with each punch.
 
You may want to have a vaporization end to it, since to me, it seems to look like it.
